Overview
Job Title: Quality, Health, Safety & Environment Officer – CEMEAI
Location: Madrid or Germany or Dubai
Reporting to: CEMEAI Head of QHSSE
The role is part of the Regional QHSE team and requires knowledge and experience in airport ground operations or cargo operations, together with expertise in quality, health & safety, and environmental management systems. The Regional QHSE Officer ensures compliance with QHSE guidelines, company procedures and customer airlines’ requirements, advises on QHSE measures, conducts risk assessments, audits, inspections and investigations, and promotes a safe workplace. The role includes providing training and on-the-job coaching to staff to improve overall safety and QHSE performance. It supports the business in assessing operational safety and implementing safety measures with in-depth knowledge of airport ground and/or cargo operations, and ensures continuous improvement of the regional safety management system, policies and procedures in line with regulations and customer requirements. The role also supports the implementation of Swissport’s Management System according to ISO 9001, 45001, 14001, ISAGO and other applicable standards and delivers services accordingly.
Prepare reports, manage occurrences, audits and inspections, and provide regional management with performance measurements and status updates for ongoing projects and corrective/preventive actions related to QHSE.
Job Responsibilities
- General
- Lead Hazard Identification and Risk Assessments and collaborate with stations to implement mitigating actions.
- Ensure QHSE-related risks are addressed within operational risk registers.
- Investigate accidents, incidents and near-miss events to determine root causes and implement corrective measures to prevent recurrence.
- Plan and coordinate quality and safety KPI monitoring (testing and inspection activities, statistical techniques).
- Support projects aimed at improving safety and compliance within Swissport.
- Develop and implement safety promotions (training, communications, safety weeks, and QHSE policies and programs).
- Deliver training on QHSE matters such as investigation, auditing, risk management, crisis management, etc.
- Collaborate with cross-functional teams to promote safety initiatives and integrate safety practices into daily operations.
- Promote a culture of safety first across the organisation.
- Maintain accurate records and documentation for safety inspections, audits, safety reports, investigations, corrective/preventive actions, hazard identification and risk management, projects, promotions and training.
- Conduct audits and inspections and enforce compliance with procedures.
- Analyze safety/security reports, investigate incidents/hazards, identify root causes and recommend actions to prevent recurrence.
- Identify and escalate risks to the Regional Head of QHSE.
- Promote awareness of customer and regulatory requirements throughout the organization.
- Support emergency preparedness, business continuity and response efforts, including evacuation plans and procedures.
- Monitor and evaluate the effectiveness of safety plans and procedures and recommend improvements as needed.
- Develop procedures and perform gap analyses of Swissport policies against customer procedures and requirements.
- Prepare reports and participate in management reviews as required.
- Other responsibilities as directed by the Regional Head of QHSE and keep up-to-date with safety and compliance trends to ensure continuous improvement.
Key Performance Indicators
- Reduction of injuries, aircraft damage, weight discrepancies, dangerous goods incidents and passenger/baggage errors
- Development and delivery of safety promotions and training
- Timely completion of investigations with desired standards
- Follow-up and monitoring to prevent overdue actions, investigations and findings
- Preparation for external and internal audits and compliance inspections (ISO, Customer, Regulatory, etc.)
Qualifications and Competencies
- University degree or professional qualification in a related field
- Minimum 2 years of experience in safety management and/or quality management systems, preferably in large aviation environments
- Minimum 3 years of experience in airline or ground handling operations (airside, aircraft turnaround, and/or cargo operations)
- Advanced spoken and written English
- Safety management system training
- Hazard identification and risk management training
- Knowledge of aviation safety management systems
- Knowledge of cargo operations, freighters and passenger aircraft ground operations
- Auditor or inspector training is an advantage
- Knowledge of audits, inspections, root cause analysis and corrective/preventive actions
- NEBOSH certificate or similar accreditation is an advantage
- Knowledge of ISO 9001, 14001, 45001 is an advantage
- Knowledge of ISAGO requirements is an advantage
- Knowledge of Business Continuity and Crisis Management is an advantage
- Ability to communicate effectively at all levels, with strong written and verbal skills
- Strong analytical and problem-solving skills to identify and mitigate risks
- Commitment to continuous improvement and safety culture
- Leadership to drive standards and actions at all levels
- Willingness to travel on short notice; European passport or Schengen visa is required
