Client and Role
Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
Program and Role Overview
The program is Assistance and Advisory Service (AAS). The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
The NCI Agency needs to build and maintain a high‑performance workforce. The interim workforce consultants (IWC) are a critical part of the overall NCI Agency workforce and make up approximately 15 % of the total workforce.

Role Duties and Responsibilities
- Maintain prime power systems (transformer vaults to distribution boards).
- Operate and maintain diesel‑electric generators, ensuring fuel supply and availability.
- Provide compliance inspections in accordance with CEI 64/08 prescriptions.
- Operate and maintain UPS, batteries, and emergency lighting.
- Perform preventive maintenance on cross‑site cabling, grounding, lightning protection, radomes, EMP pneumatic doors, and hydraulic systems.
- Provide basic maintenance of site security systems (gates, bollards, access infrastructure).
- Provide maintenance of HVAC, heating, air handling units, and fire protection systems.
- Collaborate with industry providers for contracted services under Site Engineer oversight.
- Maintain accurate service records in TT‑Comms, ITSM, and site logbooks.
- Provide monthly status reports on maintenance, incidents, and improvements.
- Support Site Engineers in planning, scheduling, and executing maintenance activities.
Essential Skills, Experience and Certifications
- Minimum 5 years of hands‑on experience in power systems maintenance, troubleshooting.
- Expertise in power distribution systems, UPS (Uninterruptible Power Supply) units, and generators.
- Proficiency in monitoring and maintaining equipment such as rectifiers, inverters, and RF amplifiers, with working knowledge of remote telemetry and control systems.
- Experience ensuring compliance with safety standards, preventive maintenance schedules, and technical documentation for classified or mission‑critical operations.
- Familiarity with DoD power system standards, STIG compliance for infrastructure components, and audit support for operational readiness.
Education
- Bachelor’s degree in Electrical Engineering, Electronics, Telecommunications, or a related field OR 5 years technical experience.
Language Proficiency
- English: C1+; Local assignment language fluency desirable.

- Valid National or NATO Secret personal security clearance.

- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
