Location: Leeds (1/2 days per week on-site)
Salary/Rate: Up to £500/£550 per day (Inside IR35)
Start Date: October 2025

Company Introduction:
We are currently representing a global telecommunications client who are recruiting for an experienced Quantity Surveyor. Previous Telecoms / Utilities industry experience is a must have for this role.
Required Skills/Experience:
The ideal candidate will have the following:
- Telecoms / Utilities industry experience is a must
- Experienced in NEC3/4 contracts
- CEMAR knowledge
- RICS chartered advantageous
- In depth experience of cost management within complex construction projects
- Use of estimating and cost management systems
- 2 years QS experience in major infrastructure programmes
- Experience of managing NEC project costs through EW/CE/AfP/Final Account process
- Understanding and experience of commercial estimating and benchmarking
- Engineering based degree or equivalent, or working towards a recognised project controls qualification (NVQ level 4) is desirable
Job Responsibilities/Objectives:
The Quantity Surveyor is responsible for undertaking contract and project cost administration on Network Expansion projects
- Provide cost management support on both NEC ECC and DBO contracts.
- Monitor the regional commercial mailbox/CEMAR for incoming payment applications, variations and final accounts from contractors.
- Assess and validate payment applications, variations, and final accounts from contractors to ensure submissions are compliant and claimed sums are accurate.
- Preparation of Work Order Contract Data Part 1 for new build schemes
- Ensure all ECC projects have gone through the Early Contractor Involvement process. This could involve on site visits.
- Support the Commercial Manager in assessing risk allowance estimates for the Early Warning Register.
- Perform spot audits on previously approved payments/variations/final accounts and feedback to Business units. This includes NEC4 TSC work.
- Supporting the Build Manager in reviewing contractor quotations for Compensation Events on ECC projects.
- Support the Commercial Manager in assessing contractor claims.
- Create and maintain cost reports for each project/workstream with regularly updated written narrative providing precise explanations for forecast cost position vs. budget, outstanding variations, WIP and premise number changes.
- Regularly visit site and carry out measurement audits on a sample basis to validate that measures being taken.
