Job Title: Head of Learning Disabilities and Mental Health - Adult Social Care Services
Reference Number: Hackney
Pay Rate: ÂŁ352.49 per day PAYE
Contract Type: Temporary, Anticipated 5 to 6 months
Working Arrangement: Hybrid – required to work in the office at least two days per week

The role

As a Head of Learning Disabilities and Mental Health you will provide strategic and operational leadership across two key integrated services – Integrated Learning Disabilities Service (ILDS) and Integrated Mental Health Service (IMHS). Both services operate under Section 75 partnership arrangements with ELFT, reflecting a strong integration between health and social care. In the near future the role will be regraded to Assistant Director, with additional responsibility for the management and oversight of our Out of Hours Service.

Key Responsibilities

  • Provide strategic and operational leadership for the integrated services for adults with learning disabilities and mental health needs.
  • Work collaboratively with colleagues across health and social care to ensure legal compliance, effective practice, and positive outcomes for residents.
  • Lead by example, providing hands‑on operational support where needed in a complex and fast‑paced environment.
  • Chair and attend weekly panels authorising care and support packages – focusing on quality, value, and outcomes.
  • Ensure practice and legal literacy across your teams, with strong oversight of Section 117 and Continuing Healthcare (CHC) processes.
  • Play a key role in shaping the ongoing transformation of mental health social work functions within a new structure, maintaining our commitment to integrated practice with health partners.

What the client is looking for

  • Proven experience leading adult social care services, particularly within learning disabilities and mental health.
  • A deep understanding of statutory responsibilities under the Care Act, Mental Health Act, and Mental Capacity Act.
  • Strong working knowledge of S117 and CHC processes, with a track record of working collaboratively with NHS partners.
  • Excellent leadership and interpersonal skills – able to motivate, support and challenge teams to deliver outstanding, legally sound practice.
  • The ability to balance strategic priorities with hands‑on operational oversight.
