Infrastructure Maintenance Workforce HSE Advisor

Location: Liverpool, GB

Network Rail operates and maintains the railway infrastructure 24/7. The North West route is part of the North West and Central region, running from Cheshire in the south to Merseyside, Greater Manchester, Lancashire and Cumbria in the north, with the two Northern Powerhouse cities of Liverpool and Manchester on the route.

As a Infrastructure Maintenance Workforce HSE Advisor, you will provide expert guidance to the North West route Infrastructure Maintenance Delivery team on all aspects of workforce health, safety and environmental (HSE) management. Your role will champion positive cultural and behavioural change, inspiring the team to adopt best practices and continuously improve.

Responsibilities

  • Provide hands‑on coaching and guidance to the delivery team on workforce health, safety and environmental matters.
  • Collect, analyse and interpret HSE data, turning insights into action and recommending practical solutions that enhance safety and performance.
  • Support the implementation of safety initiatives with national and local teams, building strong relationships with Trade Union Safety Representatives and external bodies.
  • Guide the team through incident investigations and formal reporting processes, ensuring lessons learned and shared.
  • Coordinate safety audits, tours and staff surveillance to maintain high standards and ensure compliance.
  • Review Safe System of Work Plans, identify gaps and take corrective action.

Qualifications

  • Member of the Institute of Occupational Health and Safety (IOSH) at Technical (TechIOSH) level or above.
  • Knowledge of safety and compliance management processes and relevant standards and procedures.
  • Knowledge of environmental management system and operational railway environment.
  • Analytical capability and local accident & incident investigation expertise.
  • Coaching techniques and strong interpersonal, influencing, communication and organisation skills.
  • Optional: NEBOSH Diploma.
  • Optional: Institute of Environmental Management Award (IEMA).
