Job description:
Technology Digest, Inc. (TDI) is seeking an experienced GIS Project Manager to lead the modernization of its Geographic Information Systems (GIS) platform.
This position will oversee the migration from ArcMap to ArcGIS Pro and ArcGIS Online and support the implementation of Esri’s Utility Network for both the Surface Water & Sewer (SWS) and Water Distribution (WD) systems.
This is a unique opportunity to drive a high-impact citywide modernization effort that enhances geospatial infrastructure, data accuracy, and integration with enterprise systems.
Key Responsibilities
- Lead planning and execution of GIS modernization initiatives, including migration to ArcGIS Pro and Esri Utility Network implementation.
- Develop, manage, and participate in RFP creation, evaluation, and vendor selection  for GIS and IT projects.
- Collaborate across multiple city departments to improve GIS workflows and data management practices.
- Provide project leadership , ensuring goals, timelines, and deliverables are met or exceeded.
- Prepare regular status reports, performance updates, and stakeholder presentations .
- Maintain effective vendor management, ensuring contract adherence and quality delivery.
- Foster a collaborative, inclusive work environment—managing complex team dynamics with professionalism, patience, and adaptability.
QualificationsMinimum Requirements
- Bachelor’s degree  in GIS, Geography, Computer Science, Information Technology, or a related field.
- 5+ years of experience  in GIS project management.
- 5+ years of experience  developing and managing RFPs and vendor selection processes.
- Experience implementing Esri Utility Network , with at least 6 months of direct involvement , demonstrating knowledge of core functionality.
- Proficiency with ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online .
- Strong familiarity with surface water, sewer, and water distribution systems , preferably in a municipal or utility context.
- Demonstrated success managing vendors and external partners on complex technology projects
Preferred Skills
- PMP, GISP, or similar project management or GIS certification.
- Experience leading modernization efforts for government or large-scale public infrastructure systems.
- Excellent communication, facilitation, and presentation skills.
- Ability to navigate political and organizational complexity with sound judgment.
Work Environment
- Hybrid model: combination of office and remote work.
- 40 hours per week (full-time contract). for 1 year with the possibility of an increase.
