General Definition of Work
The student assistance program (SAP) counselor, under moderate supervision, performs intermediate-level work with limited decision-making discretion providing responsive services for students with known or suspected substance use challenges. SAP counselors receive referrals from school staff, parents, and students across multiple schools. An assessment is conducted with the student and parents to determine the best way to address identified substance use needs. SAP counselors provide a range of services for youth and families including referral to evidence-based drug education classes, referral to community-based treatment options, and delivery of short-term individual and/or group evidence-based counseling services. In addition to providing direct services to youth and families, SAP counselors provide consultation, training, and drug awareness activities for staff and students in their assigned schools as well as at the district level. Employee performs both school-based and district-level work to carry out Board of Education policies under the direction of the director of student wellness.

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Conduct substance use assessments for referred students and families, making appropriate recommendations for care based upon individual needs
  • Deliver short-term evidence-based counseling to students deemed appropriate for this support
  • Process SAP referrals in a timely manner
  • Adhere to strict confidentiality and ethical standards
  • Maintain accurate case records
  • Collaborate with administrators in assigned schools to ensure that they understand the student assistance program's role in responding to drug-related CMS code of conduct violations
  • Collaborate with student services professionals at assigned schools to ensure that they are aware of the availability of substance use supports within in CMS
  • Provide technical assistance to school administrators on issues related to student substance use and family engagement in the SAP
  • Collaborate with school staff to support substance use prevention efforts
  • Communicate regularly and professionally with all stakeholders including students, parents, school administrators, and program partners
  • Perform related work as assigned or required

Additional Job Information
Education and Experience
  • Master's degree in counseling, substance abuse, social work, or a related field required
  • Three years of experience working in a school or clinical environment required
  • Experience working in substance abuse education or treatment environment required
  • Equivalent combination of education and experience
Special Requirements
  • Certification as a school counselor or social worker or eligibility for licensure as a school counselor or social worker required
  • Certification or training in substance abuse preferred
  • Possess and maintain a valid driver's license or ability to provide own transportation
  • Travel to school district buildings and professional meetings
