Position Summary
This position serves as the strategic leader responsible for overseeing all data infrastructure, technology, processes and procedures needed for the efficient flow and accessibility of high‑quality analytics functions within Banner Plans and Networks (BPN). It involves designing structured data outputs such as dashboards, scorecards, and key performance indicators. The role drives data‑informed decision‑making across the organization by transforming complex healthcare data into actionable insights that improve outcomes, enhance operational efficiency, and optimize financial performance. The leader will execute a comprehensive BPN‑specific analytics strategy aligned with BPN's organizational objectives, collaborate with BPN clinical and business leaders, and support the BPN Executive Team to identify performance improvement opportunities and drive innovation in analytics supporting value‑based care initiatives and population health management. Additionally, the leader will modernize the data architecture and support platform rationalization in collaboration with the leader of Data Platform Engineering, lead a team to foster a culture of data‑driven excellence, and align to the BPN Business Unit Goals and MIPS measures.
Core Functions
- Serve as the subject matter expert and liaison between end users and Banner technical teams; lead the team responsible for fulfilling all BPN data and analytics requests. Develop and execute a comprehensive analytics strategy aligned with BPN objectives, drive innovation in analytics supporting value‑based care initiatives and population health management.
- Design, create, and implement end‑user self‑service tools that provide real‑time data and analytics, including daily reporting functionality on all aspects of BPN operations and finance; create ad‑hoc reporting tools; serve as strategic advisor to the BPN Executive Team on data‑driven decision making and performance optimization.
- Build and support effective relationships with internal and external stakeholders and organizations. Develop partnerships, coordinate activities, review work, exchange information, and resolve problems related to health management programs. Partner with appropriate parties, including third‑party payors, to ensure highly effective and efficient care delivery that reduces cost, improves quality of outcomes, and delivers an excellent member experience.
- Implement advanced analytics and reporting in the areas of medical economics and complex care management to identify those most at risk and why, to validate care management strategies. Develop comprehensive tools and structures that provide leadership with reliable, continuously validated data.
- Develop a thoroughly tested data repository to provide accurate information to various end users to achieve desired patient health outcomes. Transform complex healthcare data into actionable insights for clinical and business stakeholders. Develop predictive analytics models to support proactive decision‑making.
- Communicate the department vision, translating it into actionable projects and activities. Maximize management staff’s contributions and assure timely decision‑making reflecting the mission, vision, and values of the system.
- Review, prepare, analyze, and present reports and recommendations to senior leadership regarding operations, programs, services, and/or other applicable areas of interest to provide concise and accurate information that aids in decision‑making.
- Identify opportunities to improve clinical outcomes through data analysis. Drive operational efficiency improvements through advanced analytics. Optimize financial performance through data‑informed strategies. Monitor and report on key metrics related to value‑based care contracts.
- Have direct leadership accountability for population health management and well‑being strategies and programs for Banner and BHN. This position requires the skill to negotiate and influence. Customers are both internal and external, including leadership, staff, medical staff, third‑party payors, regulatory agencies, and the community.
Minimum Qualifications
Master's degree in Data Science, Analytics, Healthcare Administration, Business Administration, or related field.
10+ years of progressive experience in healthcare analytics, with at least 5 years in a senior leadership role.
Demonstrated expertise in healthcare data analytics, particularly in value‑based care models and population health management. Strong understanding of healthcare economics, risk adjustment methodologies, and quality measurement frameworks. Proven track record of translating complex data into actionable business insights that drive organizational performance. Experience building and leading high‑performing analytics teams in complex healthcare environments.
Proficiency with AWS cloud services ecosystem, particularly AWS data and analytics services (e.g., S3, Glue, Athena, QuickSight). Hands‑on experience with Databricks platform, including Delta Lake, Spark SQL, and MLflow for large‑scale data processing and analytics. Expertise with ThoughtSpot's search and AI‑driven analytics platform for business intelligence and data visualization. Experience architecting and implementing modern data solutions leveraging AWS, Databricks, and ThoughtSpot integration. Advanced knowledge of data engineering principles and ETL/ELT processes in cloud environments. Proficiency in SQL and Python for data manipulation and analysis within Databricks environments.
Deep understanding of healthcare data structures, including claims, clinical, and operational datasets. Experience with healthcare data governance frameworks and data quality management.
Strong project management skills with ability to manage multiple complex analytics initiatives simultaneously. Exceptional communication skills with ability to translate technical concepts to non‑technical stakeholders. Collaborative leadership style with proven ability to work effectively across organizational boundaries.
Experience leading cloud migration initiatives and modernizing legacy data systems to cloud‑based platforms. Knowledge of healthcare regulatory requirements related to data privacy and security (HIPAA, etc.). Strategic thinking with ability to align analytics initiatives with organizational goals and objectives. Change management expertise to drive adoption of data‑driven decision‑making processes.
Preferred Qualifications
- Knowledge of healthcare interoperability standards (HL7, FHIR) and experience integrating diverse healthcare data sources.
- Background in implementing machine learning models for healthcare applications using Databricks MLflow.
- Experience with real‑time analytics and streaming data processing using AWS Kinesis or Databricks Structured Streaming.
- Familiarity with AWS Lake Formation for data lake governance and Databricks Unity Catalog for data discovery.
- Experience with ThoughtSpot's SpotIQ automated analytics.
- Knowledge of implementing self‑service analytics platforms for clinical and business users.
- Background in healthcare payer operations, particularly in value‑based care arrangements.
- Experience with healthcare risk adjustment models and quality measurement frameworks (HEDIS, STARS).
- Track record of successful cross‑functional collaboration with IT, clinical, and business stakeholders.
- Experience mentoring and developing data science and analytics talent.
