Description

Responsibilities

  1. Provides oversight and coordinates the implementation and provision of direct services for the Healthy Relationship (HEART), and other projects as assigned.
  2. Offers supervision, support, and guidance to the HEART program staff.
  3. Manages multiple grants and the related budgets for the Healthy Relationships programs through planning, initiation and authorization of program expenditures, and implementation of activities to achieve program goals.
  4. Participates in the development of a preliminary budget each year for the program(s) under direct supervision for the next fiscal year, according to schedule.
  5. Collaborates with the external research team responsible for evaluating the impact of the HEART programming. Collaborates with the internal research team to measure the impact of financial stability for the United Way grant. Tracks these metrics for the Office of Family Assistance and United Way grants and required reports such as the Program Performance Report (PPR) and the Quarterly Performance Reports (QPR).
  6. Participates in the CQI committee, leads CQI sessions after cohort, and establishes logic models as required.
  7. Assist in the development of performance targets and manages the information reporting systems (nForm & GoEngage), including data collection, service tracking, goal setting, and performance measures for the AVANCE family education programs.
  8. Conduct random case file (hardcopy & electronic) reviews at each workshop for each cohort, to assure program documentation of service rendered are accurate and recorded.
  9. Coordinates the recruiting, advocacy, and referral of participants of HEART.
  10. Works closely with agency program directors and staff to ensure the integration of services and collaboration between staff and departments.
  11. Submits accurate and timely written program activity reports (monthly, board committee reports, etc.) to the Senior Director II of AVANCE CORE, Healthy Relationships, & United Way programs.
  12. Assists with the accurate and timely submission of all Healthy Relationships and United Way reports and attends required meetings/training, as required for AVANCE National, AVANCE-Houston, United Way, Office of Family Assistance, and other entities as directed.
  13. Carries out supervisory responsibilities to ensure adequate staffing and that employees perform their assigned job responsibilities, demonstrate professional growth, and meet standards described in the agency’s personnel handbook and regulatory bodies.
  14. Assists with the orientation and training of participants, program staff, and the Board of Directors. Helps to ensure that each is informed of regulations, best practices, and updates, as applicable.
  15. Establishes collaborative partnerships with community organizations to support program service delivery.
  16. Stays abreast of grant regulations and best practices related to adult education and family support services through the review of research and literature, including information disseminated by the Administration for Children and Families: Office of Family Assistance. In addition, stay abreast of federal financial regulations.
  17. Assists with identifying available funding sources and assists with the writing of grant proposals, as requested.
  18. Assist in fundraising efforts and solicit volunteers, donations, and community support with assigned staff; promotes the program through presentations, site visits, and various media venues, as directed.
  19. Assist with developing Memoranda of Understanding (MOU), Letters of Agreement (LOA), and contracts for programs, workshop site locations, and contractual service partners. Assure signatures are obtained and copies are provided to the agency. Assure that the program and partners are complying with the agreement/contract terms.
  20. Attend biweekly conference call meetings with the Federal Project Specialist (FPS) to discuss the program’s status, updates, and any new implementation.
  21. Organizes and oversees special program events including monitoring reviews and visits by regulatory bodies, funders, and local and state representatives.
  22. Attends local, state, and national meetings, conferences, seminars, workshops, and training sessions required by AVANCE and delivers presentations about AVANCE and its programs to internal and external stakeholders.
  23. Performs other duties as assigned.

Qualifications

Education

Required: Bachelor’s degree in Education, Psychology, Sociology, Social Work, Business Administration or a related human services field and/or a combination of training, education, and experience that is equivalent and that provides the required knowledge and abilities.

Preferred: Master’s degree in the disciplines as noted above

Experience

Required: A minimum of five years’ experience in a leadership or program management role with a non-profit organization providing the following types of services: families and youth, family support programs, adult education program; financial literacy and career development, grant writing and knowledge of funding sources (federal and state) preferred.

Preferred: 7 years experience in same as above.
