Join us as the Senior Vice President, Legal Services, Deputy General Counsel. In this senior leadership role, you will oversee a team of legal professionals, guide legal strategy, and deliver high‑quality legal services for the Banner Health enterprise.

Position Summary

This position is responsible for providing leadership in the development, implementation, and oversight of standards, systems, policies, and procedures for the delivery of legal services for assigned areas of responsibility, in alignment with system strategic goals and ongoing operations, ensuring a collaborative, open, and inclusive work environment that is focused on quality of outcomes and superior client service orientation. The role advises senior management, monitors and oversees client services, stakeholder relations, legal department operations, performance and productivity, and financial performance of the legal department.

Core Functions

  • Provides leadership in development, implementation, and oversight of system‑wide standards and programs for the delivery of legal services.
  • Directs, supervises, and evaluates the work of legal department staff, ensures performance and productivity targets within budgetary parameters, and fosters a culture of quality improvement.
  • Builds and supports effective collegial relationships within the Legal Department and with internal and external stakeholders.
  • Oversees development and consistent application of effective organizational policies and practices, maintaining internal control, compliance, and regulatory adherence.
  • Monitors legal developments in healthcare and corporate environment to identify emerging risks and new competencies.
  • Provides oversight of contract management operations and performance of legal services.
  • Participates in selection and oversight of outside counsel and manages key litigation and transactional matters.
  • Performs direct legal services in areas of assigned responsibility, including representation in negotiations and document preparation.
  • Requires strong negotiation skills and ability to interact with internal and external customers.

Minimum Qualifications

  • JD from an ABA‑accredited law school; admission to the State Bar of Arizona.
  • At least twelve years of experience in the practice of law, including management and supervisory responsibilities.
  • Strong legal skills with first‑chair responsibility for significant matters.
  • Business acumen and knowledge of budgeting and forecasting methodologies.
  • Broad knowledge of substantive areas of law relevant to a large integrated healthcare organization, including corporate governance, labor & employment, general contracting, antitrust, IP, joint ventures, IT security, litigation, and regulatory environment.
  • Effective engagement and mentorship of management‑level staff and attorneys.
  • Leadership style characterized by systems thinking, innovation, critical thinking, analytical abilities, business acumen, collaboration, listening skills, and passion for continuous improvement.

Preferred Qualifications

  • Specialized knowledge of insurance and health law (Stark, fraud and abuse, HIPAA, medical staff relationships, managed care contracting, provider networks).
  • Specialized knowledge of Medicare and Medicaid.
  • Transactional experience with mergers and acquisitions, joint ventures, and long‑term contractual relationships.
  • Management responsibility for in‑house law department operations or law firm operations.
