The Indiana Department of Transportation (INDOT) offers a competitive total compensation package and a strong work/life balance. The role described here is for a Legal Services Counsel who will provide transactional and regulatory legal support to INDOT projects and initiatives.

Role Overview

As Legal Services Counsel, you will provide advice on transactions, administrative law, legislation, and general legal matters. You will draft contracts supporting INDOT projects and initiatives, guide agency staff on compliance with federal and state laws, and help staff resolve issues impacting INDOT\'s ability to meet its mission. Experience with construction contracts, bonds, government contracts, real estate, utilities, railroad law, and/or administrative law is beneficial but not required. The role will primarily involve transactional and regulatory work; it will not include litigation responsibilities.

Location

This position is located in INDOT’s Central Office.

Salary

This position traditionally starts at an annual salary of $85,020.00. Salary may be commensurate with education and job experience.

Day in the Life / Essential Functions

  • May train, manage, delegate to, and/or provide support for any legal support staff
  • Advises and provides legal support to agency staff on various program and legal areas
  • May oversee, draft, review, or provide legal advice relating to contracts
  • Researches, interprets, and provides legal advice in relation to laws, rules, policies, and legal opinions pertaining to agency operations
  • May draft and review legislation and administrative rules
  • Utilizes legal resources, dockets, legal files, and official records relating to legal procedures
  • Creates, prepares, and distributes documents related to hearings, including orders and decisions
  • Recruits, selects, onboards, and trains employees to ensure role responsibilities and expectations are clearly understood while providing opportunities for professional development
  • Sets expectations, measures progress, provides ongoing feedback, and evaluates employee performance to ensure quality standards and deadlines
  • May handle administrative matters and hearings, maintaining appropriate decorum, hearing evidence, ruling on admissibility, and making reasoned decisions supported by evidence
  • May utilize litigation skills and experience related to agency operations when required
  • Organizes and manages caseload in preparation for hearings and/or litigation
  • May review pleadings, motions, and discovery
  • May draft appeals or briefs or perform legal writing assignments

What You'll Need For Success

  • A Doctorate of Jurisprudence (JD) with 5+ years of legal experience as a practicing attorney
  • Indiana Bar Admission in good standing
  • Demonstrated knowledge and ability to apply relevant statutes, case law, and rules
  • Effective oral and written communication skills
  • Ability to use a case management system to manage docket, case information, and serving orders
  • Strong legal research, writing, and litigation skills
  • Able to perform essential functions with or without reasonable accommodation

Supervisory Responsibilities

This role may serve as a team lead for an assigned work group and provide direct supervision for two or more attorneys.
