We are currently seeking a Senior‑Level Financial Management Analyst/Consultant to support the Shipbuilding & Conversion, Navy (SCN) new construction process. This position works across stakeholders at the Naval Sea Systems Command (NAVSEA), Naval Information Warfare Systems Command (NAVWAR), Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB). Our consultants support complex financial Planning, Programming, Budgeting, and Execution (PPBE) and programmatic issues.

The new ship construction Financial Management Analyst/Consultant position requires a minimum of 7 years of related Shipbuilding & Conversion, Navy (SCN) financial management experience and a desire to work in consulting and finance. This position will work with a team of consultants, as well as independently task and communicate with clients daily. Our SCN financial management support covers PPBE services, including development of NAVSEA Form 7300 budgets and execution of funding documents, annual obligation phasing, and spend‑plan requirements. Candidates who are available to begin support immediately are preferred.

This consulting position provides specialized experience in accounting and financial management support requiring independent decision making with minimal oversight. General accounting activities include account analysis and reconciliation, monthly variance analysis and analytics, financial tracking, reporting, budgeting, and forecasting activities. The position is responsible for compiling and analyzing financial information and advising clients on key financial and operational issues. Proactive communication and organization skills are critical for success.

Responsibilities

  • NAVSEA shipbuilding process knowledge and experience – SCN appropriation and NAVSEA Form 7300 budget expertise (minimum 7 years)
  • Financial systems data entry and maintenance – responsible for entering, extracting, manipulating, and transferring/reporting data to/from multiple financial systems
  • Process funding to vendors, including required financial data entry, execution actions, and tracking
  • Prepare account reconciliations and analysis to ensure funding accuracy and consistency and conduct accounting research as needed
  • Extract and analyze data from internal systems (e.g. N‑ERP); compile information into spreadsheets, reports, and presentations; present summaries and recommendations
  • Perform financial analysis required to prepare and analyze accurate monthly execution performance reports
  • Conduct financial modeling and monthly budgeting and forecasting
  • Respond to ad‑hoc requests for reports and variance analysis from customers in a timely and professional manner
  • Daily use of MS Excel with advanced features such as PivotTables and VLOOKUPs

Qualification Requirements

  • Bachelor's Degree from an accredited college or university
  • Minimum of 7 years of experience with Navy or DoD acquisition organizations providing financial management and/or consulting experience
  • Advanced-level experience using MS Excel
  • Experience using data visualization tools (Power BI, Tableau, Excel charting tools, etc.) – desired
  • Experience in accounting, consulting, government finance, SCN, NAVSEA, NAVWAR, PEO MLB financial systems, and the PPBE process – desired
  • Ability to obtain a SECRET Government Security Clearance; TS/SCI clearance required when supporting TS/SCI programs or projects

Desired Skills and Experience

Applicants must demonstrate clear and effective communication, teamwork, performance under pressure, and rapid learning of new processes, software, and financial systems. Excel proficiency is essential. Experience with the Navy Enterprise Resource Planning (N‑ERP) System is desired but not required.
