Business Development and Capture Manager

Capgemini Government Solutions (CGS) LLC is seeking a highly motivated and experienced Business Development and Capture Manager to support our government clients in the Treasury & Regulatory agencies sector. The successful applicant will integrate and coordinate our new business go-to‑market approach in these agencies.

Location: McLean, VA

Job Responsibilities

  • Drive growth in the Treasury & Regulatory agencies market segment
  • Understand industry trends and serve as a trusted advisor and business partner to target account clients
  • Collaborate with Capgemini executives on strategic new business development captures
  • Identify, qualify, and capture strategic business opportunities while coordinating business generation activities
  • Build and deliver informational presentations to potential clients at meetings, industry exhibits, trade shows, and conferences
  • Lead and support end‑to‑end opportunity identification, capture, and proposal efforts of $50M+
  • Maintain a 12‑month pipeline of qualified opportunities of at least $75M to meet business and market goals using CRM software
  • Develop and execute account and call plans to support target agency growth
  • Actively meet with small businesses, software vendors, technology providers, and other partners to formulate successful teaming partnerships
  • Plan and drive capture activities such as client/opportunity research, RFI responses, requirement analysis, competitive analysis, teaming, win strategy development, and solution facilitation

Required Qualifications

  • U.S. Citizenship is required
  • Eligible to acquire and maintain Government Security Clearance
  • Bachelor’s degree or equivalent experience required
  • Federal Financial and/or Regulatory industry expertise
  • Experience developing relationships across the U.S. Federal Financial Markets, including the U.S. Treasury, Internal Revenue Service, and the Federal Deposit Insurance Corporation
  • 10+ years of professional experience in GovCon business development, capture, or program management
  • Experience within the GovCon business development lifecycle and activities (e.g., knowledge of end‑to‑end capture process, proposal process, supporting account and capture plans, and government proposals)
  • Outstanding verbal and written communication skills; expertise in setting and leading customer expectations, presenting, and interacting with executive‑level clients and federal government leadership
  • Direct experience with digital transformation, cloud, cybersecurity, PaaS, SaaS, AI/ML, and advanced analytics
  • Outstanding analytic skills with the ability to convey complex client and vendor concepts to audiences with varying levels of understanding
  • Proficiency in BD tools: GovWin IQ, FPDS, SAM.gov, or similar

At Capgemini, it is not typical for an individual to be hired at or near the top of the range for their role. The base salary range for the tagged location is $155k‑$185k.

This role may be eligible for other compensation including variable compensation, bonus, or commission. Full‑time regular employees are eligible for paid time off, medical/dental/vision insurance, 401(k), and any other benefits to eligible employees.
