Introduction
This is highly responsible professional engineering and supervisory work involving traffic engineering. The role includes managing the Traffic Management Center and the Traffic Signal Shop, as well as interagency coordination.
Nature Of Work
The Smart Mobility Division Chief of Operations is responsible for the Traffic Management Center (TMC) and Traffic Signal Shop applying Transportation System Management and Operations (TSM&O) principles to optimize mobility across all modes. The ideal candidate will lead the maintenance and operation of 600 traffic signals and ITS devices in support of the SMART City initiatives under way. The Smart Mobility Division Chief is also responsible for the advancement of new projects for continuous progression in the use of data analytics for safer, more efficient, and improved predictive and responsive transportation services. Work is reviewed while in progress and upon completion through observations and results obtained.
Responsibilities
- Oversee the maintenance and operation of traffic signals and ITS devices.
- Apply the use of emerging technologies such as connected vehicle infrastructure, edge computing, and AI-based traffic control in real-time.
- Directs and mentors the training and work of subordinates in performance of assigned duties; completes employee performance evaluations; recommends hires, promotions, transfers; responds to grievances and approves leave requests.
- Implement TSMO strategies such as integrated corridor management, congestion mitigation, and dynamic traffic control.
- Oversee ITS software platforms including adaptive signal control, centralized dashboards, and performance analytics.
- Lead data analytics initiatives to evaluate system performance, identify trends, and inform operational improvements.
- Coordinate with emergency services, transit agencies, and public communications teams for integrated response and multimodal operations.
- Develop operational plans for special events, construction detours, and weather-related disruptions using predictive modeling and scenario planning.
- Ensure cybersecurity, data governance, and system resilience across all operational platforms.

Knowledge, Skills & Abilities
- Extensive knowledge of: principles and practices of transportation engineering, TSM&O, and SMART Cities strategies and initiatives; and traffic engineering infrastructure maintenance, operation, and data International Municipal Signal Association (IMSA).
- Considerable knowledge of: engineering and administrative management procedures, practices, and methods; knowledge of federal and Florida Department of Transportation (FDOT) design standards, guidance, and reference materials.
- Ability to: supervise the work of personnel engaged in a variety of technical and engineering assignments and draw sound conclusions.
Physical Requirements
Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor of Science degree in transportation, civil, or electrical engineering; Eight (8) years of progressively responsible experience in traffic/transportation engineering systems with the ability to demonstrate project-specific experience with Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSM&O), and/or SMART Cities Initiatives. Extensive Project Management and/or at least one (1) year supervisor experience preferred.
Licenses or Certifications
Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.
Possession of a valid Florida driver's license required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
