Position Purpose
Executes strategic initiatives, product development, implementation, and training programs. Oversees a team of product/project managers and establishes best practices to drive efficiency, quality, and alignment with objectives. Drives organizational change in support of a repeatable, scalable approach to delivering projects/programs with increased quality and predictability, reducing costs, improving margin and drive, to positively impact the student and staff experience. Provides support to the entire organization by overseeing development of best practices, processes, and accelerators that will streamline our projects/programs, reduce cost, and eliminate waste. Provides expertise regarding instructional methods and training techniques, including curriculum design principles, adult learning theory, and online learning strategies.

Essential Job Functions
Strategic Leadership
- Develops and executes a strategic vision for technology delivery that aligns with district goals and objectives. Manages demand and capacity, product development, project/program implementation, development and management of key performance indicators (KPIs), retrospective analysis resulting in process change, and training for various users.
- Designs a scalable delivery model, leveraging best practices and repeatable processes. Directs complex delivery programs with predictable outcomes.
- Drives the adoption of digital, waterfall, and agile project management methodologies to enhance project delivery speed, flexibility, and outcomes.
- Drives initiatives to improve the student experience, with the goal of increasing customer satisfaction.
- Develops and implements change management strategies and strategic plans that maximize adoption and usage and minimize resistance.
- Fosters a culture of collaboration, accountability, efficiency, excellence, and continuous improvement within Fort Worth ISD.
Project Portfolio Management
- Manages portfolio of projects, prioritizing based on demands and capacity.
- Plans and executes, ensuring projects are delivered on time, within budget, and meeting expectations.
- Maintains and enforces high standards of communication and documentation including project forecasting, health status tracking, reporting inclusive of project financials, schedule, scope and overall delivery health.
- Oversees and drives financial performance at the project and portfolio level and implements corrective actions as needed.
- Manages all projects to an appropriate level of profitability with minimal budget variance.
- Manages proactively and reports portfolio health and demand management updates.
- Collaborates with internal leadership to ensure expectations and processes are aligned for project success.
- Monitors and drives adherence to implementation methodology and contributes to ongoing refinement of these practices.
Training Management
- Oversees the management, leadership, development, and support for a team of trainers, ensuring they are equipped to deliver high quality training.
- Stays informed of advancements in training technologies and tools that enhance the learning experience and optimize training operations.
- Guides the design and development of training programs ensuring alignment with FWISD goals.
- Implements effective and purposeful training methods, such as instructor-led training, e-learning, blended learning, coaching, mentoring.
Risk & Change Management
- Works with cross-functional teams to identify and mitigate areas of risk at project, program, and organizational levels.
- Identifies and mitigates project risks, proactively addressing issues that could impact project success.
- Develops and enforces project governance and compliance standards.
- Coordinates and directs various organizational structures and systems, and ensures changes are carefully planned, reviewed, approved, and implemented in a controlled and orderly manner.
- Ensures that changes do not disrupt the smooth functioning of the organization and that the proposed changes align with overall goals and objectives.
Stakeholder Communication and Collaboration
- Acts as a liaison between delivery and senior leadership, providing regular updates on project status, risks, and opportunities.
- Creates and maintain a real-time dashboard of backlogs and in-flight projects/programs.
- Fosters and builds strong relationships with cross-functional teams and external partners, effectively managing expectations and communications.
Resource Allocation
- Manages departmental resource supply against budget and project demand ensuring achievement of utilization targets.
- Optimizes resource allocation and capacity planning to ensure project execution.
- Builds and maintains capacity and skill-set matrix, ensuring demand prioritization based on team capacity.
Safety
- Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
- Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
- Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.
Supervisory Responsibilities
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

- Knowledge of budgets and budgeting processes for both local and federal funds and experience in developing and managing central or campus budgets.
- Knowledge of data information systems, data analysis and the formulation of action plans.
- Knowledge of project/program management methodologies, tools, and software.
- Skill in managing a portfolio of enterprise software and hardware, including implementation and delivery assurance.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Skill in written and oral communication skills including ability to interact with and influence all levels of district service center and campus staff.
- Ability to articulate technical and management issues in a concise manner.
- Ability to design, organize, and track work plans, create appropriate working and decision-making processes, ensure stakeholders are engaged, and support the work itself.
- Ability to analyze and assess the impact of change on employees and develop plans to address issues.

Travel Requirements
- Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
- Tools/Equipment Used: Standard office equipment, including computer and peripherals.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Occasional light lifting and carrying (less than 15 pounds).
- Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.

Minimum Required Qualifications
- Education: Bachelor’s degree from accredited college or university required; Master’s degree in business administration, computer science, or related field preferred.
- Certification/License: PMP, PgMP, CSM or other relevant certifications preferred.
- Experience: 5-7 years’ experience managing people or projects for organizations of similar or larger size required.
