POSITION SUMMARY

Strategic and experienced Civil Engineer will support the infrastructure development and implementation of a $2 billion initiative across two major port terminals over a 5-year period. This role will support the design, construction, and integration of civil works advancing port systems. The ideal candidate will possess exceptional projectmanagement, negotiation, and stakeholder coordination skills to ensure on-time, on-budget, and high-quality delivery of transformative infrastructure upgrades. This role will work with the Director of Procurement, Chief Information Officer and Port Terminal Civil Engineers.

ESSENTIAL FUNCTIONS

  • Support the multi-phase infrastructure projects in support of terminal development, including wharf upgrades, yard reconfiguration, foundation systems, utility relocation, and heavy civil construction.
  • Support all stages of project development: planning, design, procurement, execution, testing, and commissioning.
  • Collaborate with internal stakeholders (Operations, IT, Finance) and external partners (consultants, vendors, regulatory agencies, and contractors) to drive project alignment and resolve constraints.
  • Work with internal stakeholders to standardize budgets, schedules, and resource plans for Port Terminal capital projects.
  • Ensure design and construction compliance with local, state, and federal regulations, including environmental and safety requirements.
  • Coordinate the tracking and reporting of project costs.
  • Work with stakeholders to prepare and negotiate contracts, change orders, and claims with vendors and contractors to control cost and mitigate risk.
  • Work with stakeholders to monitor construction progress, conduct inspections, and ensure standardized quality assurance protocols are implemented.
  • Prepare executive-level presentations, reports, and status updates to senior leadership and board-level stakeholders.
  • Champion a culture of innovation, safety, and performance across the engineering and project teams.
  • Support and work with stakeholders to coordinate cost management for each project.
  • Ensure the coordination of project sourcing requirements and procurement completed with the support of the Director of Procurement.
  • Implement and enforce segregation of duties protocols, ensuring appropriate checks and balances, particularly for bid and procurement processes.
  • Establish and uphold discipline, structure, and standardized protocols for project execution and reporting.
  • Interface with senior executive leadership at parent company, ensuring data, reports, and project deliverables align with global formats and expectations.
  • Present confidently to Executive Team and other international stakeholders, ensuring transparency, accuracy, and consistency of information.
  • Maintain a dotted line reporting relationship to CEOs for strategic oversight and governance alignment.
  • Bring energy, initiative, and a hands-on approach to drive performance and accountability across teams.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelorโ€™s degree and Masterโ€™s degree in Civil Engineering or equivalent industry experience.
  • Professional Engineer (P.E.) license (required or ability to obtain within 6 months).
  • 15+ years of civil engineering experience in large-scale infrastructure or port/maritime projects.
  • Proven success leading capital projects exceeding $500M in value.
  • Experience in port terminal infrastructure or similarly complex industrial environments preferred.Deep understanding of heavy civil works, marine structures, site development, and utility coordination.
  • High-level negotiation and contract management experience with EPCs, contractors, and public agencies.
  • Proficiency in project controls software.
  • Effective communicator, capable of influencing diverse stakeholders and leading multidisciplinary teams.
  • This role requires regular travel between two port locations and may involve extended hours during critical project phases.
  • Frequent on-site inspections at active construction zones.
